If any bit 1-4 is set, then the next 14 characters are the raw data sent by the dialer which for some reason cannot be decoded. It
may be possible for a person to decode them by sight.

format3: all the bits are 1 (after performing the encryption)
format5: all the (new AND old) alarm AND trouble AND zone bits are 0
